You have to make sure the lines are “charged” and that they were properly drained for the winter. You should turn the water valve on slowly at first, and then let ‘er rip. Also, when you first turn on the water, it will have to fill the lines. After you’ve “let ‘er rip” turn the valve off again and see if your meter is turning. Make sure nothing else on the water meter is operating either. That should give a good indication if the system is holding water or has a leak.
