It depends on the place. When I was in high school we did a mock British gangster film trailer (as indeed did most people because Lock Stock was out then). We asked a number of places including police stations, shops and so forth. We managed to get them all for free and people were very co-operative.

As with anything it is important to be sensible. If you’re doing a spoof zombie film people may not appreciate any mess on their shop floor and so forth. However if you ask around and explain what you’re doing people will usually be reasonable. But remember always ask first, better to be sure than get your equipment confiscated!
