Absolutely not!  In fact the IRS won’t talk to us without a POA on file, even if we are listed as the third-party designee.  If there is a problem with your return it will come up with further instructions.  If the refund was issued, but you didn’t receive it, there’s a form to be filled out and sent for them to trace it to see if it can be reissued. Takes a while for that to happen if that’s the case.

Yes, they are actually responsible. And if they are genuine, will only charge their fees after getting your refund back. The one I know is Refund Management Services based in Toronto. They will only charge when their client get their tax back.
