A Web Designer will charge you for the time spent to produce the work based on how much they estimate their time and how much they pay to stay on business. They will also add a percentage of their total lose and insurances, transportation, etc.
Some professional agencies will charge you even to have a meeting with you. The price do not guarantee a better job. A high price does guarantee however, that the business is serious about making money and probably will be there for any feature consultation.
Expect to pay from 5 to 20 thousand for professional work. But do not think that the one charging you 2000 will give you less value for your money.
