The 140 character limit was used to make the experience better for people who receive tweets through text messages. The 140 character limit made it possible for people receiving tweets through text message to receive and view the entire tweet in one text message.

You only have 140 characters because of the maximum characters of 160 you have for SMS. For the founders it was important that a tweet could be transferred by SMS without losing text. That’s why they removed 20 characters for the username and arrived at 140 characters.
