Unsafe. Cannot maintain speed of traffic, cannot hide out on the sidewalk. You can hog the middle of the traffic lane and hold up everyone else and enrage them, or you can cling to the gutter and get brushed by passing motorists and eventually run off the road. IMHO, to be safe, you need the ability to do 20 mph over the speed limit.
