Are all private caregivers licensed or certified?

Yes and no. There are different categories of caregiver. Seniors may require different degrees of caregiving that include different services. At some point, your parent may only require the assistance of a companion who is for safety, company or limited assistance in some areas. Companions may be mothers, single adults or even a senior themselves. Another parent may require more in the way of personal care with some medical or health issues and need a Personal Aide or Personal Support Worker. This involves education, training and a certificate. On the other hand, someone may require more nursing care where a Registered Practical Nurse or Registered Nurse is needed. They also must have the education, training and certification. Some caregivers have a Developmental Support Worker certificate. All of this is determined in an assessment meeting that evaluates what level of care is required and the appropriate caregiver(s) is then found.
