Drugs are a good guess whenever you find strange substances in large quantities, but I don’t see why anyone would need a buffer solution in the manufacture of any common street drug. It’s not generally used to cut drugs. Water/ethanol and the cutting agent are usually all you need. The only drug related application I can think of is the calibration of pH meters. You might need a good pH meter for cutting/cleaning drugs or growing marijuna, but cheap and disposable pH papers are usually good enough. Because buffer solutions have a lot of applications, I don’t think you have enough information to say whether or not it’s drug related. The yellowish powder is anyone’s guess.
