Are congestion zones a good idea?
The biggest, most congested cities think that the best way to reduce congestion in city centers is via congestion charging as in London and Stockholm. Many other cities are interested in this scheme, but I am not sure if they have the political will to implement it. This is what happened in New York, Mayor Bloomberg really wanted to move forward to alleviate congestion in Manhattan and create additional revenue for public transportation. Funding was available from the Federal government for a pilot, but the State Legislature in Albany did not have the political will to move this plan ahead. See the 3rd link below for more details. If there is one U.S.A. city that would have the political will and be the likely place to implement this in its downtown, it would be San Francisco. In Miami, Florida DOT has a Federally sponsored congestion charging scheme in place on I-95 which has “have significantly speeded up traffic.” Good luck and safe travels!
