Crawl spaces are generally not considered safe shelter from tornadoes because it is hard to know how well the house is attached to the foundation. If a tornado moved the house a foot or two, and this happens a lot, the entire house could drop on you. Plus, lots of unwelcome critters live in crawl spaces and it doesn't sound very safe to spend time with spiders and snakes!
