A. Yes. Plans for repository startup and startup testing, normal operational activities, permanent closure, and D&D are required by 10 CFR 63.21. Records of construction, including those related to construction planning and sequencing, are required by 10 CFR 63.21, 10 CFR 63.72 with additional guidance contained in DG-3022. Section 3.2 of the Yucca Mountain Review Plan addresses the reviews of the proposed schedules for construction, receipt, and emplacement of waste, and schedules for construction of structures, systems, components, and infrastructure on and off the site.
