Are players penalized inconsistently for spelling in Final Jeopardy?

I’ve been watching Jeopardy since I was around 12. I think they only count the answer as wrong if the incorrect spelling makes the word sound wrong when spoken aloud. For instance the correct response to tonight’s final jeopardy was “John D. Rockefeller”, but one lady spelled it like “rocker”feller, and she got it wrong.
