They are not normally toxic in the sense that you might normally regard poison to be, but they can cause a toxic reaction in some dogs. Worse, they can cause a blockage in the intestines and/or the bowel that can result in a fairly quick build of of toxins in the dog that could lead to infection and/or death. If I suspected my dog had eaten anything of this nature I would take it to the Vet so we could X-ray and see what we are dealing with. Because depending upon the size of the dog, the general health and the number of articles consumed, the toxic levels COULD build up fairly quick and result in illness or death. Once you KNOW what the situation actually is, your Vet can then decide with you if surgery is needed or of it appears to be something that will pass either naturally or with some assistance. Better safe than really sorry!
