On 3/2/1917, President Woodrow Wilson signed the Jones-Shafroth Act, by virtue of which Puerto Rico became US territory and Puerto Ricans obtained statutory citizenship, which means that citizenship was granted by an act of Congress and not guaranteed by the Constitution.
