Yes, but they are exempt from mandatory tagging. The definition of a rangeland goat is one which is harvested, and then consigned direct to slaughter (possibly through a depot) within six weeks. It is not bred by the consignor and not constrained by fences or otherwise managed (drenched, vaccinated etc) prior to capture/harvest.
