No. Aspects of the project that are not paid for by the federal government such as permitting, mooring removal and replacement are covered by the Waterways Enterprise Fund. The Enterprise Fund consists solely of fees and charges derived from use of the waterways: mooring use fees, dockage fees, excise tax (50%) on boats.
