Finally you quote a verse from the Quran instead of all the ‘scholars’, ‘tafseers’ and hadiths. First of all surat Al Anfal was revealed after the Battle of Badr, but even if we do disregard the historical context, the clear meaning is to be prepared for battle even at a time of a truce if we fear treachery from the enemy. But the translation of it into “terror” is a bit of an exaggeration. The term تُرۡهِبُونَ conveys a feeling of fear, respect and warning not terror and it has come to mean today (terrorism = killing a bunch of innocent people to scare the rest is NOT what this ayah is about). They should know very well that although we are in a truce we still are fully prepared to go to war should they decide to play dirty after the truce and that we aren’t accepting peace out of weakness but while in a position of strength. I haven’t read the hadith and don’t know it’s context, but I wouldn’t be surprised if it was about God making the angels send terror into the heart of the enemie
