That depends on the cartridge. Many such vehicles have run flat tires, some have solid rubber tires, and are resistant to damage by single shots from small arms. In other words, you will not stop a APC with a single shot from a pistol. In general, even a sub machine gun will not stop something like this, because the pistol cartridges they fire just don’t do enough damage. Assault rifle round may or may not be effective. If you take an AK47 and dump the entire magazine into one wheel, you may remove the tire from that one wheel. This may or may not stop the vehicle. Full power military rifle cartridges such as the 30/06 in single shot will not stop something like this, but a 250 round belt of 30/06 into the road wheels may actually remover one of the wheels.
