Are the Peripheral Component Interconnect (PCI) clamping diodes present before and during power-up in MAX II devices?

Solution No, before and during power-up, MAX® II devices will not have PCI clamping diodes enabled. Therefore, if you want to use 5.0V emulation with PCI clamp and external resistor – you need to be sure the MAX II device is fully powered before driving it with 5.0V unless you plan to use external diodes. For more information on interfacing to 5.0V technology, refer to Using MAX II Devices in Multi-Voltage Systems (PDF).
