In California; white, rectangular signs indicate enforcable laws. A white rectangular sign with a stated speed limit indicates that that is as fast as you may legally drive; and if you drive faster than that, you are in violation of the law. Yellow, diamond-shaped signs are there to warn and advise you of conditions that may affect you. A yellow diamond-shaped sign with a speed inidcated on it does not mean an enforceable limit; but is advice that it may be prudent to slow down to that speed; especially if you are driving a large vehicle such as a truck. You cannot be cited for violating a speed posted on such a sign.
