No. Puerto Rico is part of the United States, restrictions on import or export of items are based on international destination of goods, Puerto Rico is a domestic destination. Some companies maintain they do not sell to Puerto Rico from their mainland offices because of State Department restrictions on export of technology items. That is not true, period. There are no such restrictions.
