Are workers who provide services under contracts with governmental entities (state agencies, institutions of higher education, local governments, federal agencies) included?
Workers who provide services through contracts with other Texas state agencies will be included as discussed in question 10 above. Workers providing services under contracts with other governmental entities, such as local governments and the federal government, should be included in the FTE count.
