Aren scientific abstracts, which are currently freely available, sufficient? Why does the public need full text articles?
The NIH Public Access Policy is a statutory requirement of Division G, Title II, Section 218 of PL 110-161 (see http://publicaccess.nih.gov/policy.htm). It specifies that manuscripts are to be made publicly available on PubMed Central. The public encompasses a wide array of individuals, ranging from the lay public to educators to health care providers. Many of these individuals require more information than is provided in an article summary and must gain access to the complete article.
