Applying nonprescription topical ointments, lotions, soaps and shampoos that contain any type of medication constitutes a health service, as defined in KRS 216B.015, due to the potential risk for adverse health effects and decision-making. It is permissible to apply nonprescription topical ointments, lotions, soaps and shampoos that don’t contain any type of medication, or when initiating first aid. BP. It is recommended that an ALC access the FDA’s National Drug Code Directory web page below to determine if specific topical ointments, lotions, soaps and shampoos are registered as drugs with the FDA, thus prohibiting ALC employees from applying those topical ointments, lotions, soaps and shampoos, pursuant to KRS 216B.015.
