At renewal time, if my certificate has been issued less then 2 years, do I have to renew it?

Yes, regardless of when it was issued or if no additional CE points are needed to be eligibility for renewal, all certificates must be renewed bi-annually and pay a renewal fee. The only certificates which receive an expiration date over 2 years are those certificates that are issued in the last quarter of a renewal period.
