it is almost depends up on your height . most probably when the length of the skirt is below half of your tight length.  more

A skirt must be short enough to keep it fashionable but long enough to cover the subject. Well so if from an estimate of 5 steps down a staircase you can see the person's panties then it is too short. Or if the lady crosses her legs and you can see her butt and/or the panties then it is too short to be a skirt. Basically a good measure would be done with the person wearing the skirt sitting down or bending over so that the maximum a skirt travels up the legs can be seen and hence from there you measure out how much more skirt should be available to cover up whatever the customer feels should remain unseen. On average I would say about 1 open hand width from thumb to pinky from the tip of the panties between the legs should be sufficient as a short skirt. Otherwise it will not be a skirt anymore and just an attempt at dignity or the lack of. Sorry about the handwidth part I think my hand is really big. So maybe 3/4 a foot would be fine. lol. That depends on where you are going. Usually what people say is that to for formal settings (such as school or work) it can be measured by standing up with your arms held loosely at your sides. Where your fingertips rest is an appropriate length for a skirt.  more
