In the first part obviously it is Cyrus. In the second part (vs. 13) I believe it’s considered that the prince means a fallen angel (that is, demon) that has territory over Persia or that area. This can be assumed since a) the one talking to him is an angel, b) Michael (the archangel/God’s servant of war) is mentioned so it is obviously in the sense of spiritual terms, and c) the angel says that he was “detained” and that the prince “resisted” for 21 days- since the angel is going to Daniel, the prince Cyrus would have no power to halt a spiritual being. I would assume that the figure mentioned as “prince of the Persian kingdom” is a demon who resides in Persia as his territory- since Persia was at times an evil place it makes it easy for demons to be there (where the light is the darkness must flee. . the devil cannot harm God’s people so he cannot be where they are unless evil is there. satan can’t resist the Holy Spirit).
