If she is only 165 cm [5’4″] she cannot model the minimum height is 5’8″, I am 13 and I am 5’7″ [169.5 cm] although she could try commercial modeling like in magazine ads, good luck and dont stop dreaming.

she can still be a model It will just be harder for her to find a job tell her to try stretching intensely every night over time that can increase your height a little but other than that theres nothing she can do unless she is still growing.
