State law mandates that a child reach the age of 5 on or before September 1st in order to be eligible for public kindergarten. To qualify for kindergarten early, 4-year olds must pass both the reading and math sections of the 3rd-grade TAKS test. This is a state policy. In Humble ISD, local board policy allows 4-year olds to enter kindergarten on a tuition basis if the child passes either the reading OR the math portion. As previously stated, a 4-year old may ONLY enter kindergarten early and tuition-free IF he/she passes BOTH the reading and math 3rd grade TAKS.
