Can a homeowners association change a rule regarding pets without a vote of community?
This will depend on the authority delegated to the Board of Directors by the Bylaws of the condominium. Generally such decisions regarding health or safety issues are left to the disgression of the Board. This is to allow the Board to make decisions in the event of special circumstances. However should the Board make a decision that is not agreed with, a meeting of homeowners can be called and a majority vote taken on the issue. The Board is usually comprised of elected officials who are to serve the interests and needs of the homeowners.
