Can a new Goddard careerist serve as the PI if a more experienced employee will actually lead the effort?

No. That defeats the purpose of the program. Those considered a New Innovator must initiate and author the proposal, serve as the PI, and lead and perform a significant amount of the technical work. If it appears that the proposal team is trying to game the system by placing an early career person as the PI, the proposal may be penalized.
