A domestic organization is defined as “A public (including a State or other governmental agency) or private non-profit or for-profit organization that is located in the United States or its territories, is subject to U.S. laws, and assumes legal and financial accountability for awarded funds and for the performance of the grant-supported activities.” Organizations owned by a foreign company are eligible for Recovery Act programs if the applicant organization is located in the U.S. and the work is performed in the state of Colorado by U.S. citizens and/or foreign nationals.
