Yes a vehicle can be over both pads without a stop condition being called. A vehicle can enter sensor #1 and then sensor #2 without a stop being called. This allows for the sensors to be placed closely together. Normal placement is within 5-6 feet of each other allowing for the 2nd vehicle to stop a safe 2-3 feet from the exiting one.
