It depends. An ART position may be offered to a non-ART employee only if the employee is eligible to become an Air Force Reserve member. If the employee is eligible to become an Air Force Reserve member, but does not want to join the Reserve, the employee may decline the ART position without the usual penalties associated with declining a valid offer. An employee who is already an ART and is offered another ART position in RIF, but declines the offer is subject to the penalties accompanying declining a valid offer. Additionally, the offer of a non-ART position would be a valid offer for an ART employee.
