Scenario: 1) The Agency creates the required X.509 certificates and loads the signed objects onto the card. The card is locked with a transport key. 2) Upon PIV card issuance, the applicant’s fingerprints are matched against their fingerprint record before unlocking the card using the transport key. 3) The cardholder selects a PIN.
