As the listing agent, what are my obligations when I receive the Agency Disclosure Statement from a cooperating agent with an offer?
Another family and I would like to participate in a nanny share arrangement. Do both families have to pay the agency fees?

Yes. The law does not prohibit agents from receiving commissions from or sharing commissions with an agency they work for that has not obtained a license or registration.
