An MSDS in a packing envelope is good practice, but not required. What is required is emergency response information from the DOT’s ERG be immediately available wherever the hazmat shipment is present in the transportation system, the MSDS may substitute the ERG if it provides all the required DOT information. The problem with the MSDS being on the packing envelope is accessibility if involved in an accident or fire.
