Can an RTO issue a qualification to someone who has accumulated Statements of Attainment that meet the requirements of a full qualification?
A client may accumulate Statements of Attainment that contribute to a qualification from a range of RTOs and that may eventually meet all the requirements of a qualification. They may seek the actual qualification from any RTO that has the qualification on its scope. If a student presents a Statement of Attainment for a unit(s) of competency to contribute to a qualification on an RTO’s scope, it must be accepted under national recognition arrangements. The particular unit(s) does not need to be included in the RTO’s scope for the qualification to be issued as no assessment will occur. However, RTOs should decide whether they are prepared to accept enrolments where 100% national recognition is expected and issue a qualification based on those Statements of Attainment. What should not happen is that an RTO accepts an enrolment and subsequently imposes further assessment for units of competency already attested to by Statements of Attainment.
