hacking is the broad term for those to whom try to break into a secure system and plant a virus to monitor key presses or some use key loggers to do this or in fact try to steal the private files and or try to infect a computer so that the machine malfunctions. the legal issue of papers, well it depend on who has ownership of the material and and what access rights they have, if they have taken the data without permission if that applies then yes it would be technically speaking stealing. but if no permissions are required then as such papers can be taken home so long as that the data is used for a legal or legitimate use. as in the case of someone having details on a laptop that they take home as long as that is the company arrangement then it is not a theft if data is stored in a file and is confidential and is under the Data Protection Act the data must be kept secure and managed by law, if not and the data is being passed or has been stored in an unsafe way and some misuse of the d
