If he is here on a tourist visa, he cannot work under any circumstances. He can only work if it is a Working Holiday or Work and Holiday visa, but definitely no work is allowed on a visitor/tourist visa. Getting a job isn’t nearly enough. All work visas (even employer sponsored ones) for Australia are restricted to people with qualifications and experience in occupations listed as being in need of workers.
