Because N.O. winning percentage is better, but Utah owns a division lead, they must be behind New Orleans, but can fall no lower than 4th, even if every other team in the other divisions have better records. In other words, a division lead guarantees you a spot in the playoffs from 1-4 seed. There is space for one team with a better record to be in the 3rd spot, but not 2 or 3. This changed after a year when there was a little too much posturing to play a weak division leader. It involved teams throwing games so that they could end up in the 6th spot. If memory serves it was the Clippers, who eventually lost to the Suns, I think. It worked, but things changed after that.
