Both are licensed, so now CCS-downloading is illegal. This means full episodes and volumes of CCS, so downloading from Clow Legacy is totally free and safe. Scanlations/Fanscans are also legal to download, although most scanlations sites carrying CCS have stopped their distributions to avoid Tokyopop blowing up in their faces. The anim is totally licensed by Nelvana/Pioneer, a dub has been released, so even fansubs are illegal to download at this point. Sorry guys.
