No, you cannot use a semi-permanent dye to dye your hair lighter. Semi-permanent dyes only deposit color to hair, which means that you can only go darker. In order to go lighter you would need to use permanent dyes or bleach your hair. To achieve that particular color I would suggest highlights. I had hair color a bit darker than the photo, got full highlights and my hair was much lighter (a lot like the photo) and looked very natural. You can do the highlights at home, but it is a very complicated process. I would suggest going to a salon if you can afford it, if not you can either ask someone who knows more about hair to help you do the highlights at home, or try a permanent dye, though you must remember that you should only dye your hair with permanent dye once to avoid damage.
