nope. If there is a lien on it in someone else’s name then you can’t do anything with it until that person pays the lien off. Your uncle screwed you. You shouldn’t have given him any money for the car until he had the lien paid off and the title in his hand. Now if he stops paying on the lien, the lien holder can come and take the car and you’re out of the money you gave uncle. All insurance, tags and registration has to be in your uncle’s name until the lien is paid off.

The insurance has to be under his name with you as an insured driver. Any vehicle that is still under a lein though is required to be registered and have insurance.
