If you paid cash and in full for the car, so you wouldn’t need full coverage and the registration was paid up till after you could afford insurance and you didn’t drive it, Yes, but your supposed to change the registration within like 30 days, but you cant do that without insurance, so who would know,

In California: When you buy a car and get your Title and registration in your name, the DMV will not ask you for proof of insurance at that time. You should fill out an Affidavit of Non Use REG 5090. That tells the DMV that you promise not to drive the car or have it parked on public roads. With that info, then the DMV will not suspend your registration for lack of insurance. If you don’t plan to drive the car for a few years, then fill out a Ceritficate of NON OP form REG 102. You won’t be charged the yearly registration fees then. In either case, you cannot park the car on any public road. Not even in front of your house. You’ll have to fine a neighbor’s driveway or a storage facility.

If the car is on a public road, parked or not, you can be ticketed for not having insurance. You should get insurance on the car and if it will not be driven for awhile, suspend the liability coverages. If something happens to the car while it’s parked, it’s covered and the state won’t hassle you for not having insurance.

If you finance the car and make payments on it to a bank or other institution, they will require you to have insurance. Also most states require you to either have insurance or pay an uninsured motorist fee before you can register a car.

If you don’t drive the car, you’re not required to have insurance. However, leaving it parked in one spot on the street for a long period may be illegal (check local laws) or invite vandalism.
