I’ve kept Gouldian Finches with Zebra Finches in an outdoor aviary year round with no problems. (I live in Australia, 30˚C (86˚F) in summer and as low as 10˚C (50˚F) or less in winter) A lot of finch species are sensitive to low temperatures. Wild Gouldian Finches live in the hottest part of Australia, and need to be at 25˚C (77˚F) or more to be at their full activeness. If it creeps towards freezing at night where you live, then certainly heating would be desirable. And also have a closed off area in the aviary where they can shelter. Zebra Finches can get quite territorial and 16 is quite a lot for one aviary (especially if you decide to let them breed). For that many, make sure the aviary is big enough to comfortably house them all, and also allows them to stay well away from each other if they want.
