Can I safely/cleanly make this cut with two different guided router bits?

The first cut will give you a 3/4″ groove. That’ll leave 1 3/4″ to remove on the second pass. That’s a lot of material to remove on both passes. If it were me, I’d set my depth in 1/4″ increments and make three passes, then switch the bits and keep going until I had just 1/4″ left on the other side. Then flip it and run your bearing on the bottom. Doing it that way should reduce the chance of sniping or burning. The only problem I can see is clamping the piece. The first set of passes should be no problem, but on the flip side, you’ll have to start clamping the end and middle, then stop, move the middle clamp out to the end, then do the inverse when you reach the far end. That’d be annoying, but not bad otherwise, I think (I’m just working through all this in my head). Hope this helps.
