Can I transfer my Flexible Spending Account (FSA) or Health Reimbursement Arrangement (HRA) account balance to an HSA?

You may be eligible to make a one-time direct rollover from your FSA and/or HRA to an HSA before January 1, 2012. The rollover must be permitted by the FSA or HRA, and may not exceed the lesser of the balance in the FSA or HRA as of (1) September 21, 2006 or (2) the date of the rollover. If you make a rollover but you do not remain HSA-eligible for the following 12 full calendar months, you will be subject to normal income tax on the rollover and a 10% penalty (unless the ineligibility is due to your death or disability).
