I am not sure what types of herbs you are growing so its hard really to advise you. Herbs that are annuals like parsley, coriander etc will be not good once they start to flower and cutting them back wont do any good as they will die anyway. You can collect the seed so you can grow more in the spring or simply buy new ones. Perennial herbs like mint, oregeno and thyme can be cut back but they do go dormant in winter, so will die back and then re-grow in spring when the weather starts to warm up. But if you do want to try and grow indoors, make sure they are in a warm place with plenty of light. Best way to to reduce there size is to use scissors. You can then bunch them and dry them in a warm place preferably by hanging them and allowing them to dry naturally, Another good idea is to put chopped herbs in ice cubes.
