Basically no. Bundesliga v4.2 and the database files are designed to work on Palm handheld devices. They are not meant for computer display. If you are proficient in programming, and know what you are doing, you can download the Garnet (formerly Palm) OS Emulator from GarnetOS by Access Development. The emulator is a programming tool for designers to create Palm programmes on their computers. It is not recommended for the untrained beginner. The software of choice for serious Palm/Garnet OS design and programming is CodeWarrior. This will also permit you to view Palm programmes on a computer but, depending on the version, for the cost of the software you might just as well get yourself a full feature PDA.
